November's Upbeat Breakfast is sponsored by Express Employment Professionals.This month's speaker is Joe Righello, Division Administrator for the Environmental and Health Protection Division at Panhandle Health District. The title of his presentation is “Preparedness - More Mindset than Process!”  The presentation is directed towards business and organizations but applies to individuals and families as well.  

Joe is responsible for Environmental Health in the five North Idaho counties - with oversight for food safety, septic permitting, aquifer protection, Institutional Controls Program, public health preparedness and information technology. Joe leads over fifty employees working in the five District offices located in Boundary, Bonner, Kootenai, Shoshone, and Benewah counties. 

Joe earned a Bachelor of Arts in Management from Saint Mary’s College, Moraga, California and a Master of Arts in International Security and Civil-Military Relations from the United States Naval Postgraduate School, Monterey, California. His master’s thesis explored Russian Influence on the US-Ukraine military relationship.

His nearly four decades of military experience encompasses assignments in infantry, aviation, international security, military support to civil authority, counter drug operations, intelligence operations and many other leadership and management functions.  Joe commanded units from platoon through brigade level, as well as serving in multiple staff assignments, including as Inspector General for the California Military Department.  Joe has extensive experience in all-hazard planning, focusing on contingency planning for large scale emergencies involving military support to civil authorities and international response to major disasters.  In his culminating assignment, Joe commanded Camp San Luis Obispo, California, with responsibility for over 300 military and civilian personnel, 5,000 acres of training area, and hundreds of buildings supporting all branches of the military as well as local, state, and federal law enforcement agencies.  He was instrumental in the development of the California Cybersecurity Institute (CCI), located on Camp San Luis Obispo.  CCI is a collaborative effort with California Polytechnic State University focused on cybersecurity training for law enforcement, military personnel and university students.

Joe is a rated Army Aviator, having flown UH-1H Huey and AH-1S Cobra helicopters, and also holds a civilian FAA rating as a Commercial and Instrument Helicopter pilot.

Joe is a life member of the Association of the United States Army, the American Legion, and several other military service organizations.  He is a member of Rotary and is active in church and community organizations.  Joe is married to Olga Nikolaichuk Righello and they have three children and live in Coeur d’Alene.  He enjoys hunting, fishing, skiing, shooting sports and Joe relishes spending time with his family and appreciating the beauty of North Idaho and it’s wonderful citizens. 

Upbeat Breakfast occurs the second Tuesday of every month. On average 150 members attend, making it one of the most popular networking events in our community. Trade tables allow members to display their business and briefly address the group. The program features a different speaker each month, highlighting various topics of interest. With a reservation, the cost is $17 and includes breakfast and coffee. Cost for attendees without a reservation is $25.
